2 ply...top and bottom on toms

Three of my kits have 2 ply top/1 ply bottom, but when my buddy "gave" me a Rogers kit the only heads I already had laying around were some Vintage Ambassadors (which are 2 ply). They sound great on the floor tom but a little choked on the 12" tom. Mic'ed up it sounds fine, though. However, it could be that the heads are worn out or the tom likes a different tuning. I still need to play around with it and maybe swap to a regular Amb if it's still choking it.

I've always wondered if using a double ply reso head on a rack tom kept in a snare basket would improve resonance?.

Heavier heads resonate longer so might offset some of the choking from the snare basket.

It can give a great sound if you are a consistently heavy hitter. I have set up some drums with Aquarian Response 2's top and bottom- big full sound if you really lay into them, but the sensitivity is pretty poor.
