YouTube's Content ID system is broken. This is the driver behind people, even big labels, scamming the Content ID system with copyrights on things like white noise and old copyright expired tunes. A video gets a copyright claim, and the copyright "owner", according to the Content ID system anyway, gets ad revenue for that video. The big time scammers will eventually get caught stealing from popular current artists, but the more under the radar stuff just continues unabated.
