I learned to get along without top felts and wingnuts in conservatory, the lesson and practice rooms. I guess they used to disappear so at some place they stopped replacing them.
Which makes me think of another occasion where you would need them, even with soft playing, is steeper cymbal angles, in the 70s fashion. In the late 90s/early 00s nobody seemed to do that anymore.
I remember those times if you mean cologne hochschule für musik und tanz :evil4: with those yellow Sonor Lite Drums

I use nuts mainly for keeping the rubber protection down on the thread, so i dont run the danger of the hose tube move up away to clear the metall thread and mar the cymbal hole.

Also i use a counter nut for the nut not to move , but i dont use wing nuts as they are in the way at times when playing on the bell .
I use those round sonor flat nuts with curled edges and also a longer neck- to keep the both nuts apart of each other - oh that sounds weird :icon_lol:

But most the times (actually all the time) i am way to lazy but keep checking every other minute wether or not the hose tube moved.
So indeed i never use any top nuts anymore.
