I think you could get just about anything suggested in the replies and you'd have a good kit, but I'm more into the Yamaha SC or Sonor Force idea, myself.

Buying used, you’re at the mercy of your local market/GC, so it’s anyone’s guess what you might find. But for ultimate value, British-made Premiers are a good place to start the hunt. I’ve owned five or six kits over the years. The most I’ve ever paid was $600 — for a 4-piece Gen-X kit. Two of the others only cost $200 each — a ‘70s mahogany shell kit and an early 2000s Artist Birch. All top-notch drums.
That is very good advice. Premier made fantastic drums. Slingerland similarly has a lower value (for some reason) and still manufactured really great drums. You could also consider orphans and doing a low dollar re-wrap or put them together as a jellybean kit.

Pacific/PDP cx, Mx, lx series just sound great. MIM and shells from the DW plant.
