I have a number of cymbals (not Sabian) that have this type of skim-lathing and non-lathed sections, and as expected, the cymbals are drier than fully lathed cymbals. This is good thing - particularly for such a thin cymbal. There was a guy on Cymbalholic who had a number of cymbals from the Sabian custom shop and was very happy with them.
So, I'd have no reason to believe that this cymbal sounds anything but great.
Possible value? Generally one-off prototypes go for less money that standard production models. I'm not sure why. Maybe $250?
