Gretsch never pictured a cataloged 16" set back then; for an endorser -like Art or Elvin- sure they'd do anything;
Gretsch did after all, cater to the Club drummers,
Slingerland, Rogers, Ludwig same. If Roy Burns wanted a 16"..just had to ask.
Pretty sure Ed Shaugnessy has a Slingerland 16" in like 1959.
Ed Blackwell a HiPercussion 16" from Italy, back.. then

JW: When Mulligan told you there would be no piano, was that a problem for you?
CH: No, not at all. But Gerry didn’t want me to use my bass drum. And that’s when we went to war [laughs]. I finally went out and got myself a tom-tom instead, a small bass drum, and converted it into a bass drum. Gerry didn't want any bass drum at all. But I told him I needed something there for my right foot, to keep my rhythm. My timing depended on it. I’m still using a smaller bass drum today.

JW: Why didn’t Gerry like the regular bass drum?

I was thinking that too. I think they may have made a kid's sized set back in the Radio King era too. Probably didn't get used by any pros at the time but would still predate Elvin. I don't recall if said set was a catalog item or a special order type deal that someone posted here.

yes chico played a set with a 16 bass drum in '52 -'53. it was a kind of assembled.
about his gretsch concert toms set: the bass drum was... ?
yes, sure gretsch had not 16 bd in catalog, but they made sets for jones and blakey later. dejohnette had one with miles, "my" hollywood meazzi drums
