Funky paper 'gappers' in mid-50s Ludwig floor tom

Refurbing this old floor tom (has a 1956 stamp inside the shell) and found these paper rolls in the lugs, keeping the springs taut/gapped. Was thinking of replacing them, but they've done the job for presumably 64 years now.
Anyone know if the manufacturer input these?

Agreed. I also usually find it in the Club Date lugs. After detailing the lug I simply reinstall them as they were.

56 would be a WFL drum. I think the stamp is from 66, as I’ve never seen a white interior WFL drum.
