Have several snare projects - what to spend money on?

Hey boys, have 2 snare projects in the works:

12x6 Carbon Fiber Tempus
14x6.5 Ludwig tom-to-snare conversion

I'm wondering what I should spend the money on with these - I haven't tried different hoops on drums and I'd like to know where I should spend my money on these builds. Is there a good video, or will someone share their knowledge, about the impact of different hoops, T-rods (nylon gaskets?), Throw-off/butt plate, wires & snare beds?

I need 6 or 8 double-sided lugs for the tempus, and possibly nice strainers for both - I have a box of modest strainers I could use, too.

I play a lot of ghost notes and tend to crank my snares high.

Also - Is there something like an angle-ruler that you can select 2 points for the lug holes? I remember seeing a tool like this for sale before.

The Ludwig tom will need at least a (one maybe both depending on condition?) bearing edge(s) cut? I think seeking out a good, solid job on that task is most important step… is it a vintage shell? Vintage lugs/hardware if you want to keep that vibe or newer modern replacements for reliability/dependability and to avoid any issues would be my recommendation.
