Bought an inexpensive cymbal on ebay on 4/20. Seller shipped via usps on 4/21.
On 4/25 it was tracked "on the way to next station", due to arrive 4/25.
On 4/25 usps tracking said it will arrive late but it's still on the way. There have been no more updates as of today 5/4.
I have sent a few messages to the seller through ebay and he said he contacted usps and he would have to wait a few days to fill out a trace form.
At this point should I open a case with ebay and or PayPal? I paid with PayPal.
Or should I wait a few days more?

Where was it coming from? It could be some weird consolidation shipment where USPS moves it to a warehouse and it sits until there a truck ready to come your way.

I'd also contact USPS yourself so you can hear it directly and not through the seller.

I've shipped a bunch of stuff via USPS this past 60 days. They are not fast. Better side of 10 days from ship to shore and that was only several states away.

IMHO patience would be your best friend. Most of mine landed without notice until EOD.

I'm sure it's a stressful time for the buyer waiting like that. Trust me, it's just as stressful for the sellers with good intentions.

But in the end 100% success with undamaged goods and happy customers. PHEW

I've had stuff get lost in the system before. I had to call the top postal worker (title?) in my state for track it down. It arrived within a few days after that.

It's just mayhem with postal services, especially when shipping internationally or even cross-state.

I would wait till the seller can file a lost claim. A Paypal dispute won't help you or the shipper at this point.

I had the same thing happen recently with a shipment from Explorers Drums that was shipped USPS. Explorers shipped my item the next day (awesome service from them), and the USPS tracking said it would be arriving in 2-3 days. Then my package sat in a facility in Kansas City for 10 DAYS. Yes, 10 days before it even left the city it was shipped from. It finally got to me in Virginia about 5 days after it left Kansas City. So yeah, it took about 2 weeks for a package to get from Kansas City to Virginia.

Patience, Patience patience.....I've never lost or had lost any product in the USPS and I have over 1100 transactions on Ebay and about 160 on Reverb. ....As far as being late, more than several times absolutely !

Do I believe they may have lost a cymbal? Absolutely. Will it show up at a later date? Possibly. Why?:

Two years ago, I had UPS lose a 500lb wood burning stove that was on it's own pallet. It was tracked to a warehouse in Denver and then...disappeared. Vanished. The factory filed a claim and after a waiting period, shipped me a new stove. Both new and missing stove were delivered on the same day some three months after the first stove was shipped. Then I had to deal with returning a 500lb stove. Good times.

You are still okay
I have had USPS shipments take a month here lately with no scans. I work in this industry for a competitor and the Postal Service is way behind. Most likely your package is on a semi trailer parked and backed up 10-15 deep. They open them and scan 1 at a time. Best thing you can do is have the shipper keep putting in tickets so the minute that truck is unloaded your package is put on the priority list.

Parcel Select or ground?
I’ve had them take weeks. They tend to sit around for awhile at a distribution center until they finally get it together and move it along.

Once had a package sent from Mass go right through my city in CT (I95)only to wind up in a dist. Center in Jersey. Days later it came back my way up I95 right through my town again to a dist. Center a couple towns away. Days later it found it’s way back I95 to my town and was finally delivered , took over a week to go a couple hundred miles. No wonder USPS is broke!!

Yeah...I just wanted to make sure that I wasn't too late to file a claim if it never shows up. I'll give it another week or two.

About a year ago, I sent a cymbal to Sabian for a refresh. It took USPS three weeks to get it there, and it was in Maine, not Canada. It took Sabian four days to return it from Canada, via Fedex. A customer service rep for Sabian told me that they have had bad luck with USPS. If you still have trouble, PayPal will back you up.

I’ve had GREAT luck with usps and ups. FedEx I won’t go near.
I just shipped a 50 year old Marshall bottom with no hiccups. Took 1.5 days to go to Kentucky from Rock Island. Guess I’m lucky on this one?
note to self…..no more Marshall shipments. Worse than a bass drum

Check with your local post office, it might be just sitting there. Happened to me once.

Don't rush to file a complaint. It won't help right now unfortunately.
USPS is in no rush lately, and it's due to many factors of short staffing, supply chain problems like lack of trucks in service, and a lack of any ability on behalf of whoever you talk to to make it go any faster.
Wait just a little bit.
I ship parts (exchange cores) that the vendor says they must receive within 7 days or we have to pay a fee.
We do our part and ship it back right away, but it sits somewhere, and it takes longer right now.

Here’s some additional USPS suckage.
Not drum related but item needed desperately for work today. Small parcel Shipped out Monday 1-3 day Priority mail not even in my region yet. Stalled out at a postal hub in Alabama for two days before it moved. I would’ve chose FedEx but usps was the vendors carrier. They suck really bad. The Airlines suck too. Truckers yeah they suck as well. Right now everybody sucks!!
