I have a cymbal stand with that bottom and it is not slingerland.

I believe this to be one option of a correct bottom. I'm the second owner and it has the original sticker. "Slingerland Precision Accessories Niles, USA". This stand came with an all original '68 set (calf heads and everything). Hope this helps.

Did they never use that top with anything other than the flat based bottom that we see here.

You're right - I AM too lazy to look it up in the catalogs!

Perhaps. Ludwig used to a have a flat base and a tripod concert snare stand. My only Slingerland reference point is this one stand.
