Looks like 20" (8 lug) - early 70's by the badge and what appears to be short tang claws. Any change to get a look at the internal paper tag? Fullerton - 68-72 or so. 9/72 paper tag - '72-'76.

Not shiny, so is there wrap, or painted shell? If wrap is painted, that could change the whole ball game, depending on what wrap in under it.

$100 is ok. $50-75 would be great. There could be an amazing wrap under that paint. How much for the blue/silver Ludwig with the classic throw

8 lugs - 18" or 20" shell
10 lugs - 22" or larger shell.

It will have 2 seams on the bottom of the shell if there is still wrap on the shell and painted over. May have been stripped and then painted. Look for any cracking under the paint.

If its round , factory complete and no extra holes , 100 bucks is a steal . That coated emperor (?) bass drum head is @ 45 after taxes up here .

I did buy it for $100
It looks like there is a wrap under the paint.
I really don’t need the drum, but thought I’d grab it, and possibly do my humble best to clean it up.
I might pass it on as is to a drum brother who needs it. Not expecting any real profit on it to speak of ?
Any paint removal suggestions are appreciated.

Not sure of the wrap name, or it’s complete condition
Also, it seems to measure 23/1/8” is it that, or really a 24” ?

Looks like black strata, very cool wrap. Sounds like a 24. I think you struck some oil. Check closely for cracks in the wrap.
