The question was asked about melodic solos.

How do we define a melodic drum solo?

Drums occupy rhythm, they occupy tonal percussion, but, generally, not melody. I have heard drummers play melodies on the drums, like Jeff Hamilton playing "A Night in Tunisia."

I see/hear solos that are called melodic, occupying literal musical phrasings, and those called melodic which I tend to hear as very rhythmic and percussive in nature but, not necessarily melodic, especially is that the case when speed becomes a focal point.

How do we define "melodic."

I can add to that, how do we define "musical," if music is defined as a combination of melody, harmony, and rhythm?
